I've Been Sexually Assaulted!!
What Do I Do?

1. Go to a safe location away from the attacker.

2. Preserve all evidence of the assault. DO NOT BATHE, wash your hands or brush your teeth.  If you are still where the crime occurred, do not clean, or straighten up, or remove anything from the crime scene.

3. Contact one of the following:
• Your local Sexual Assault Response Coordinator (SARC)
• Your local Victim Advocate (VA); or
• Military OneSource at:

Military OneSource will be able to explain different reporting options, identify your local SARC or VA, and connect you with sexual assault services.

4. Seek medical care as soon as possible. Even if you do not have any visible physical injuries, you may be at risk of becoming pregnant or acquiring a sexually transmitted disease. Ask the health care personnel to conduct a sexual assault forensic examination to preserve forensic evidence.

Additional Reporting Information

If you desire to pursue an investigation and prosecution, you can immediately report to the sexual assault response coordinator or victim advocate, medical your command or Naval Criminal Investigate Service; it is important to gather evidence as soon as possible after the crime occurs.

Any witness may also text NCIS if they want to anonymously report a sexual assault by doing the following:

Text to 274637 (CRIMES);
Type "NCIS" at the beginning of your text message; and
Type and send your message including as much detail as possible to ensure
the tips can effectively be investigated. You will receive a reply text with an alias code which will be your tipster identity code.
Additionally, if you have a smartphone, you can download the "Tip Submit" app.

Because these methods of reporting are anonymous, victims of sexual assault who want their case investigated should contact their sexual assault response coordinator or victim advocate, their command or NCIS to make an unrestricted report.

Reporting Options:
There are two reporting options for military members and adult dependents: restricted and unrestricted.

Unrestricted reports give you access to the same support services as a restricted report, but they are fully investigated and reviewed for prosecution. Providing an unrestricted report of a sexual assault may seem intimidating; however, the sexual assault response coordinator or victim advocate are there to help victims through the process, and the Navy has implemented numerous policies to ensure victim safety and support.  Victims may request an expedited transfer to another command or duty station.  Additionally, military protective orders are often issued against the suspect, ordering the suspect to have no further contact with the victim.

Restricted reports are kept confidential. Law endorcement is not notified. An investigation is not initiated. The command is only notified that an assault has occurred with no identifying information about the victim or suspect. You can make a restricted report to the sexual assault response coordinator or victim advocate, or medical. If you make a restricted report, you are still able to receive medical treatment, including a Sexual Assault Forensic Examination, counseling services, victim advocacy support, chaplain support and legal assistance. Note that you can always talk in confidence with a chaplain or legal assistance attorney, but that is not the same as making a restricted report.

Each Command should have the following SAPR Program positions filled:

SAPR Program Coordinator

Commanding Officers will designate a SAPR Program Point of Contact (POC). The SAPR Program POC is responsible for:

• Implementing and coordinating awareness and prevention education
programs for the command

• Maintaining and providing current information on and referral to base/community programs for victims (e.g., victim advocate services, counseling, medical care, etc.)

• Ensuring collection and maintenance of sexual assault data in accordance with requirements in OPNAVINST 1752.1B.

Data Collection Coordinator (DCC)

Commanding Officers will designate a command DCC. 

• DCC is responsible for obtaining data elements through a coordinated effort with all agencies involved in the reporting, investigation, or prosecution of sexual assault.

• DCC will ensure the SITREP is sent within 24 hours of the receipt of the allegation of a sexual assault incident.

• DCC will monitor the progress and outcome of any known Navy-related sexual assault incidents.

• DCC should ensure that the comment is in the SITREP when a case falls under the jurisdiction of the civilian jurisdiction or law enforcement system, and information is not readily obtainable.

Command Liaison

Commanding Officers will designate a Command Liaison to act as the single command point of contact for the victim. All other direct contacts with the victim within the command (including the command officer) should be kept to a minimum. The Command Liaison should:

• Be responsible and possess the maturity and sensitivity needed to support sexual assault victim's needs.

• Be automatically assigned by the command when a sexual assault incident is reported. If the victim is not comfortable with the assigned Command Liaison, he/she can request that another be assigned (if available).

• Have direct access to the Commanding Officer.

• Promote responsive command management of sexual assault cases.

• Keep the victim informed of command actions in his/her case.

• Ensure a victim-sensitive command climate to avoid re-victimization of the victim within the command.

Command SAPR Victim Advocate

Commanding Officers will designate a SAPR Victim Advocate to provide information, emotional support and guidance to victims throughout the various medical, mental health, legal and investigative process.  The Command SAPR Victim Advocate must:

• Complete 30 hours of initial training and a minimum of 10 hours refresher training thereafter.

• Be certified through training in order to provide services to victims of sexual assault.

• Certified under the DoD Sexual Assault Advocate Certification Program (D-SAACP) and contact information posted in common spaces in the command.    .

NOTE: The SAPR victim advocate is different from the command liaison.  The Command Liaison’s role is to advocate for the victim within the command structure to eliminate re-victimization and to ensure a supportive command climate.
