USS Chicago Holds Change of Command

(JOINT BASE PEARL HARBOR-HICKAM, Hawaii) – Cmdr. Nick Tilbrook relieved Capt. James Horten as commanding officer of the Los Angeles-class submarine USS Chicago (SSN 721) in a change of command ceremony at Naval Station Pearl Harbor aboard the former battleship Missouri (BB 63) Thursday, July 8.
Capt. Daryl Caudle, Commander, Submarine Squadron 3, praised Horten and his recent accomplishments on board Chicago.
“I am extremely proud of Capt. Horten for his demonstrated dedication, drive and determination,” said Caudle. “His effective leadership, exceptional knowledge of shipyard operations and unmatched stamina and enthusiasm were exactly the required mix of characteristics to ensure Chicago’s overhaul did not skip a beat.”
Horten reflected on the many successes of his crew. “When I assumed command, my crew accepted me as their captain and we continued the overhaul that they had begun,” he said. “They have never let me down.”
Since Chicago entered dry-dock in August 2009, her crew has supported numerous other ships conducting local and deployed operations and supported the training and certifications of prospective commanding officers and executive officers. Chicago was awarded the Commander, Submarine Squadron 3 Tactical “T” for tactical excellence.
As Cmdr. Tilbrook assumed command of Chicago, he addressed the crew about the future.
“I pledge my unwavering dedication and support to you as we make the transition out of the shipyard and conduct operations at the tip of the spear in the western Pacific,” said Tilbrook.
Horten earned his commission through the United States Naval Academy in 1988, graduating with a Bachelor of Science degree in Marine Engineering. His sea tours include USS Houston (SSN 713), USS Buffalo (SSN 715), USS Maine (SSBN 741)(Blue) and USS Olympia (SSN 717). His awards include the Defense Meritorious Service Medal, Meritorious Service Medal (two awards), the Navy and Marine Corps Commendation Medal (Six awards), the Navy and Marine Corps Achievement Medal and additional unit awards.
