Commander Figgs, born in Abington, Pennsylvania moved to Hawaii in 1974 and hales from Kaneohe. Enlisting immediately following high school graduation in 1984 he was assigned to his first submarine, USS GRAYLING (SSN-646) based in Charleston, SC and then Vallejo, CA as a Navigation Electronics Technician. He was commissioned through the Enlisted Commissioning Program in May of 1994, graduating from the University of California at Berkely wih a Bachelor of Science degree in Nuclear Engineering and Computer Science.
After completion of the Nuclear Power and Submarine Officer training pipeline in December of 1995, Commander Figgs reported to USS INDIANAPOLIS (SSN-697), based in Pearl Harbor, HI, where he served as division officer for both Reactor Controls and Electrical divisions during two Western Pacific deployments and the ship's deactivation. Following completion of Submarine Officer Advance course in July of 2001 he reported as Engineer Officer of USS BUFFALO (SSN-715), based in Pearl Harbor, HI, where he completed one Western Pacific deployment and an Engineered Refueling Overhaul at Pearl Harbor Naval Shipyard. His most recent sea tour was as Executive Officer of USS MAINE (SSBN-741) (Gold) (July 2007 to November 2009), based in Bangor, WA, where he completed three strategic deterrent patrols.
Between his sea duties, Commander Figgs served on the staff of Commander, Submarine Force, U.S. Pacific Fleet for all three of his shore tours. For his first tour he served as a Command Center Watch Officer and Local Operations Officer (CTG 14.5) from January 1999 to February 2001. His second tour was as Force Radiological Controls Officer from September 2004 to March 2007. His most recent shore tour was as the Deputy Director for Strategic Forces (CTF-134) from November 2009 to December 2011.
Commander Figgs' personal awards include the Defense Meritorious Service Medal, the Navy Commendation Medal with four gold stars, the Navy Achievement Medal with gold star, and the Navy Good Conduct Medal with bronze star.
